China is preparing a new Five-Year Plan aimed at strengthening the country’s strategic economic resilience as geopolitical tensions and global trade conflicts intensify. According to government planning documents, Beijing wants to focus more strongly on technological independence, industrial capacity and economic security.

The strategy reflects China’s assessment that the global economic environment is becoming increasingly uncertain. Trade restrictions, technological competition and geopolitical conflicts have pushed Chinese policymakers to reduce dependencies in critical sectors.

Strategic sectors move into focus

Key priorities include semiconductors, artificial intelligence, energy technology and advanced manufacturing. Beijing intends to accelerate domestic innovation and expand national production capabilities in areas considered strategically sensitive.

The plan also emphasizes supply-chain resilience. China wants to ensure that essential industrial inputs, energy resources and technological components remain available even during geopolitical disruptions or trade conflicts.

Economic growth and security combined

Chinese leadership is attempting to balance continued economic growth with stronger state coordination in strategic industries. While market mechanisms remain important, the government intends to play a more active role in steering investment and industrial policy.

In addition to technology and manufacturing, the plan highlights energy security, digital infrastructure and scientific research as pillars of long-term competitiveness.

Response to a shifting global economy

The new planning cycle reflects Beijing’s broader response to the evolving global economic landscape. As trade tensions with Western economies persist, China is increasingly positioning itself to operate more independently in key technologies and supply chains.

At the same time, the country continues to rely on international trade and global markets to support economic expansion. The Five-Year Plan therefore combines internal economic strengthening with continued participation in global economic networks.
